چکیده
When the discussion turns to the creation of a European Research Council (ERC), a series of questions spring to mind. Answering some of them is now almost trivial—for example, “Why is an ERC needed and timely?”— whereas the answers to others, being more political, are certainly more difficult to envisage for most practising scientists. This is notably the case for the questions: “Who will be the ERC’s founders?” and moreover, “Who will pay?” Indeed, the financial aspect is probably the most sensitive and challenging issue associated with the creation of an ERC because it may determine the political support required, as well as the timetable for its establishment and the ambitions of its programmes. And those who are ready to pay are scarce. Several funding possibilities can be envisaged, with varying probabilities of becoming reality. Charities, for example, may certainly become one of the funding sources, although probably neither a reliable one in the long-term, because of unpredictability, nor a main one, as funds may need to be targeted to specific programmes in line with the missions of the charity. Industry is also considered by some—wishful thinking—to be a potential source. European Commissioner Philippe Busquin commented at the Danish Presidency Conference in October last year, “A certain amount of fresh funding is [...] essential, and it could and should be provided to a significant extent by businesses, for example, through foundations.” But during the meeting organized in Paris by the European Life Sciences Forum (ELSF) in February 2003 (Breithaupt, 2003; van Dyck & Peerenboom, 2003), both Hans van den Berg, from Akzo Nobel, Arnhem, The Netherlands, and the Animal Cell Technology Industry Platform, Rotterdam, The Netherlands, and Horst Domdey, from the company BioM, which promotes the BioTech Region in Munich, Germany, clearly stated that, although it supports the ERC concept, industry cannot be the main funder for economical reasons. Others also ask why companies should finance an ERC when they are already paying taxes. In looking for financial support, it is thus necessary to turn to the usual players: the national research councils, the member states and the European institutions.

Intrusion of Geomesh in Gypseous Soil Under Single Footing
Methods to improve bearing capacity of footing resting of collapsing soil can, in fact, take two approaches, improving soil strength properties and intrusion of reinforcing sorces into soil. The footing is modeled by a square steel plate 0.1 by 0.1 m. The footing is loaded as to have a stress of 40 kPa and settlement is receded in dry and in soaking conditions. Two depths of the geo-mesh reinfo...
متن کاملBehavior of Model Circular Footings on Silty Soils with Cellular Supports
An experimental study of the effect of silt and influence of cell confinement on the bearing capacity of circular footings on silty sand was carried out. Laboratory experiments on clean sand and sand containing silt up to 25 % were performed. Cells with different heights and diameters were used to confine the silty sand. The effect of proportion of silt in sand, cell diameter, cell height and t...
متن کاملSeismic Bearing Capacity of Strip Footings on Pile-Stabilized Slopes
This paper develops an analytical method to calculate seismic bearing capacity of a strip footing, which is located on a slope reinforced with rows of pile. The resistance of passive pile is determined based on normal and shear stress of the soil around the pile, which is then compared to other analytical methods. This comparison indicates an acceptable agreement. The variants of the study incl...
متن کاملBearing Capacity of Shallow Foundations on Cohesionless Soils: A Random Forest Based Approach
Determining the ultimate bearing capacity (UBC) is vital for design of shallow foundations. Recently, soft computing methods (i.e. artificial neural networks and support vector machines) have been used for this purpose. In this paper, Random Forest (RF) is utilized as a tree-based ensemble classifier for predicting the UBC of shallow foundations on cohesionless soils. The inputs of model are wi...
متن کاملProfessional Success among Iranian University Professors of TEFL: A study on the Basis of Goffman's Footing Theory
This study aimed at exploring the influence of the role that a teacher employs on his/her professional success. The teacher role was investigated from a new outlook, Goffman's footing theory. According to Goffman (1981), a speaker's role can be classified into three categories of animator, author, and principal, characterized as the repeater of the ideas made by the others, the paraphraser of c...
متن کاملKnowledge and Attitude of Saudi Health Professions’ Students Regarding Patient’s Bill of Rights
Background Patient’s rights are worldwide considerations. Saudi Patient’s Bill of Rights (PBR) which was established in 2006 contained 12 items. Lack of knowledge regarding the Saudi PBR limits its implementation in health facilities. This study aimed to investigate the knowledge of health professions’ students at College of Applied Medical Sciences (CAMS) Riyadh Saudi Arabia regarding the exis...
